On the 14th March, the regional Philippine National Police
(PNP) held a Regional Conference to talk about the harassments on Villalon Ranch. The result of that conference led to a promise that was not kept to date.
The Regional Conference, held at Camp Alagar in Cagayan de Oro provided the chance of a round table discussion. The lively discussion offered PADATA´s Vice-President Jessielyn Colegado the opportunity to inform the participating Police officers about the harassments on the Villalon Ranch, which seem to continue with no prospect of an end. The convened police officers were from the local, provincial and regional level of the PNP. Moreover, there was a representative from every different section involved in solving the problems, such as the Criminal Investigation and Detection Unit, the Human Rights Affairs Office, Legal Office, Intelligence Office and the Security Agency and Guards Supervision Section.
As the discussion went on, the local level of the PNP (PNP Maramag) was blamed for not taking enough actions to restore and keep peace and order on the said ranch. Thus, the warrants of arrest against 14 of the security guards (WHICH HAVE BEEN ISSUED IN DECEMBER 2011!) of the land lessee Villalon have still not been served to date. There are no legal excuses for not entering the Ranch, which has so often become a crime scene.
To prove himself as the new Chief Officer of Maramag, Raymond Lumapay was given a deadline of two months to serve the warrants of arrest. As of May 15th, the deadline passed without any of the accused being arrested. Lumapay reported on the 15th May to the Human Rights Affairs Officer in Cagayan de Oro not to be able to serve the warrants of arrest due to a lack of resources and the fact that the accused are hiding. He also established the presumption that the prime suspect in the murder case of Welcie Gica had already left the province.
To overcome this kind of excuses the participating officers at the Regional Conference promised that there has to be further steps in case the warrants of arrest are not served until May. Their plan consisted of a special Task Force team, which would include police officers from the three levels as well as soldiers from the Armed Forces of the Philippines (AFP). The Task Force team would enter the ranch as one strong unit to finally arrest the accused.
But this promise leaves much to be desired. When confronted with their earlier promise, none of the officers felt called upon taking the initiative on the matter. Due to our disappointment we are obliged to approach the national level of the PNP in Manila to insist that “a promise is a promise!”.
